Sanctions measures may target specific individuals and organisations; groups or individuals engaged in an activity; or an entire country. The measures in place are different for each sanctioned country and have been briefly summarised in Summary of current DFAT sanctioned countries (PDF, 449.6 KB). The most current and detailed information can be found on the DFAT sanctions regimes pages.

Generally speaking, sanctions measures may prohibit -

  • A sanctioned supply
    • the supply of sanctioned goods to a range of sanctioned countries;
  • A sanctioned import
    • the procurement of sanctioned goods to a range of sanctioned countries;
  • Providing a sanctioned service
    • the provision of technical training or assistance related to the provision, manufacture, maintenance or use of sanctioned goods to a range of sanctioned countries;
  • Engaging in sanctioned commercial activities;
  • Dealing with a designated person or entity (targeted financial sanctions)
    • dealings with the assets of designated entities or persons from the relevant sanctioned countries that have been listed on the DFAT Consolidated List or is otherwise declared by the Minister in accordance with the relevant regulation for each sanctioned country;
  • The entry or transit through Australia of persons on the DFAT Consolidated List (travel bans).

Sanctions measures may impact on the following University activities -  

  • the enrolment of students from sanctioned countries and the studies they can undertake;
  • the employment of staff members from sanctioned countries and the work or research they can undertake;
  • collaboration between universities and external academics who are connected to sanctioned countries or sanctioned entities;
  • travel, including for the purpose of research collaboration (as above) and for presentations at conferences where material being shared may breach sanctions laws;
  • visits from individuals from sanctioned countries;
  • receipt of fees (particularly tuition fees) and other research-related revenue from individuals or entities on the DFAT Consolidated List;
  • provision of scholarships or financial assistance to individuals on the DFAT Consolidated List;
  • payments to sanctioned countries for goods or services.

NB: Sanctions apply both to activities in Australia, and to activities by Australian citizens and Australian-registered bodies corporate overseas.
